Job Responsibilities:

The Citadel, The Military College of South Carolina is accepting applicants for Primarily responsible for handling customer service, position control data entry and analysis, budget data entry using Banner HR and routine department budget requests. Participates in the development, justification, implementation, and review of The Citadel’s annual budget. Assist the Budget Director in conducting special studies and analyses related to all college financial operations, student fees, revenue generations, and resource allocation.

  • Responsible for running the semi-monthly budget encumbrance procedure in Banner HR and feeding to the finance system as part of the payroll process.
  • Responsible for acting on all VP/Dean/Director requested budget adjustments using Banner Finance and Banner HR systems to maintain a balanced budget; this includes responsibility for tracking budget deficits and alerting Budget Director to problems. Independently monitors and manages revenue recognition in non-E&G indexes.  
  • Responsible for the maintenance of Position Control for all permanent and temporary positions within Banner; this includes the set-up of temporary positions, setting correct labor distributions for all positions, and assuring all positions are properly funded. Prepares the monthly Temporary Labor Reports. 
  • Assists and/or prepares budget to actual reports and other budget activity reports, assists the Budget Director with the annual budget build for the college and assists with the position control year end process (rolling the labor budget to the next fiscal year). 
  • Provides training to those Citadel employees that require access to budgetary information using the Banner system and Budget Module.
  • Maintains proficiency with all necessary components of Banner as they relate to the Budget Office.  
  • Performs other duties as assigned by the Budget Director including ad hoc analysis for the Director and other stakeholders (e.g., FRB, PBRC etc.).
  • Manages the Non-Sufficient Funds (NSF) queue for irregularities; analyzes the problem; and communicates to the department a recommended solution.  Monitors/manages A-1 budgets and closeouts.
  • Reconciles P-Card transactions and maintains records in accordance with college policy.  

Minimum Qualifications:

A Bachelor’s degree in accounting, finance, or business-related field.  Previous professional office experience. Must be proficient in Microsoft Word and Excel. 

Exceptionally strong organizational and records management skills a must.  This is a position that requires an eye for detail.  Must have experience in analyzing large/complex datasets using Excel. Given the employee interfaces with all departments across campus, outstanding customer service and verbal skills are required. 

Preferred Qualifications:

Prior experience with Ellucian Banner (Finance and HR) and IBM Cognos is desired. Ability to learn these programs is critical for carrying out daily job functions.
